Have your say on the draft Strategic Planning Policy – Stage 2 consultation now open.

The Northern Territory Planning Commission is inviting feedback on the draft Strategic Planning Policy (SPP), previously referred to as the Strategic Directions Planning Policy.

What is the Strategic Planning Policy?

The SPP provides overarching, high-level direction for the preparation of strategic land use plans and planning policies across the NT. It supports the long-term aspirations for land use and development and aligns with the objectives of the NT Planning Act 1999 (Planning Act), which aim to:

  • protect the quality of life of future generations
  • maintain the health of the natural environment and ecological processes
  • assist the provision of public utilities, infrastructure, and community facilities
  • promote the sustainable development of land
  • encourage good design that respects local amenity
  • support the conservation and enhancement of places, areas, buildings, and landforms of cultural, aesthetic, architectural or historical value.

The policy will be used by the NT Planning Commission to guide the development of the strategic framework contained in Part 2 of the NT Planning Scheme 2020 (NTPS), which includes strategic planning policies and strategic land use plans.

Collectively these plans and policies help inform how and where change can take place, whether it be in a city, suburb or regional community.

How can you get involved?

Building on insights from Stage 1 consultation on the discussion paper, a draft policy has now been developed.

This stage invites stakeholder feedback on the draft policy to ensure it comprehensively addresses key considerations for land use planning, supports place-based outcomes, and aligns with the aspirations of the community.

We are seeking feedback on:

  • whether the policy adequately addresses the full range of key considerations for land use planning
  • the clarity and relevance of the draft policy principles
  • any potential implications for how the policy may be applied in practice.

You can view the draft Strategic Planning Policy via the link on this page.

Submissions are open until 15 June 2025.

If you would like to provide your thoughts or feedback, please send us a quick note or upload a submission under the "feedback" tab below.

The Northern Territory Planning Commission is encouraging Territorians to have their say on future land use planning policy in the NT.

The Strategic Directions Planning Policy will provide an overarching, high-level framework to guide strategic land use and development decisions.

NT Planning Commission Chair Dr David Ritchie encourages everyone to get involved. “This consultation is an important first step to enable the Northern Territory Planning Commission to deliver a high-level strategic planning policy document which will frame and inform all future strategic land use planning across the entire Northern Territory.

“The Planning Commission has been fortunate to have worked with the community on the development of many strategic land use plans. The discussion paper seeks to recognise and build on what the community has previously communicated, provides a background on the NT’s social, economic and environmental context and outlines some initial thoughts on future goals and measures.

“This consultation provides a chance for people to have their say on how the Territory should grow and respond to the challenges of the future. It provides an opportunity to reflect on the past and to respond proactively to the challenges of the future. I encourage everyone with an interest in the Territory’s future to contribute to the development of this policy.”
