The Northern Territory Planning Commission (the Commission) consulted with community and stakeholders in November and December 2025 around infill development and subdivision in Zone LR (Low Density Residential). The aim was to hear your thoughts about how our low density urban neighbourhoods could develop into the future to best provide for the needs of people in the Territory.
The Commission explored, with the community and stakeholders, opportunities in the planning system, specifically within Zone LR (Low Density Residential) to:
remove barriers to providing a range of housing options in existing urban areas
provide additional flexibility and choices to landowners and residents/prospective residents of the NT
promote greater housing diversity and affordability
respond to contemporary housing needs
optimise the use of existing urban infrastructure
The input received throughout that consultation input has shaped a report to the Minister for Lands, Planning and Environment, including recommendations on how the NT Planning Scheme could be updated to support more infill development.

View the proposed Planning Scheme Amendment (PSA) and make a submission on the Development Applications Online website from Friday 24 July 2026. Exhibition closes midnight Friday 21 August 2026.
Planning Commission hearing and report

A hearing may be held if submissions are received during exhibition of the PSA. Submitters will be invited to the hearing. The Planning Commission will then report to the Minister on issues raised in submissions, at any hearing, and any other relevant matters it identifies.
Decision
this is an upcoming stage for Infill Development and Subdivision across the Territory
The Minister for Lands, Planning and Environment will decide whether to approve, refuse, or alter and approve the proposed Planning Scheme Amendment. The decision will take into account a range of information, including any report from the Planning Commission and a other matters required under the Planning Act 1999. Everyone that made a submission will receive notification of the outcome and the reasons for the decision.
