The Gove Peninsula Harmony Group (Harmony Group) are pleased to advise the independent review of the Liquor permit System across the Gove peninsula has been completed with the final report provided to the Harmony Group and now released for public input.
The Harmony Group is now seeking any feedback on the report and its 15 recommendations.
Background:
GPHG re-formed in August of 2019 with involvement from service providers, Government, non-Government Organisations and community members from Yirrkala, Gunyangara and Nhulunbuy. The group aims to work together to address community safety and harmony issues and to celebrate and share achievements which contribute to healthy and sustainable Gove Peninsula communities.
The liquor permit system on the Gove Peninsula began in 2008 and has not been reviewed since its establishment. The Harmony Group considered a review was timely to address the changing circumstances on the Gove Peninsula, including increasing regional tourism visitation, changing demographics and intra and inter regional movements. The review and its recommendation aim to ensure the permit system meets community needs and is efficient and effective for the years to come.
Report and Recommendations:
The Harmony Group has released the report - a review of the East Arnhem Liquor Permit system which has extensive community input from a community survey and focus groups. The Harmony Group has given its support for the implementation of all the recommendations with adjustments to the tiers and limits and recommendations 3, 4 and 5 to reflect the table below.
The Harmony Group has requested the Northern Territory Government Director of Licensing to commence implementation of Recommendations 5 and 6 of the report for a trial period of 4 months from early November 2021. As part of this trial, the Tier 6 ‘Unrestricted’ category used for most Nhulunbuy permit holders will be removed and replaced with a new daily purchase limited for the period of the trial as detailed in the table below.
Traditional owners are in support of continuing restrictions in Yirrkala, Gunyangara, and Birrijtimi to support the effective management of alcohol and the health and wellbeing of these communities.
To facilitate one off events there will be special event application for eg. A birthday, wedding, etc. an application can be made to allow purchases beyond the amounts stated below. These applications will be monitored and reviewed by liquor licencing and police.
