NT Housing Strategy
Overview
The Northern Territory Government is developing a new Territory‑wide Housing Strategy. This strategy will guide how housing is planned and delivered across the NT.
As part of this work, we are inviting Territorians, communities, industry, service providers, and other stakeholders to share their views through a Have Your Say survey.
By listening to people’s experiences and ideas, we can better understand what is working well, what the main housing opportunities are, and where future efforts should be focused.
This feedback will help shape actions that are practical and suited to different parts of the Territory.
Why we need a whole‑of‑system housing strategy
The Northern Territory housing system operates within a unique geographic, economic and demographic context. Responsibility is shared across different areas of government, as well as industry, community organisations and Aboriginal organisations.
Housing plays a central role in supporting economic growth, workforce attraction, and community wellbeing. Demand for housing is expected to increase in line with growth in key sectors such as defence, resources, energy and tourism.
While the Northern Territory faces high construction costs, workforce constraints and environmental and market feasibility challenges that impact construction at scale, there are opportunities to increase land availability in key locations and reduce barriers to development. There are also opportunities to leverage national funding and reform programs to support more coordinated housing planning and delivery across the short, medium and long term.
A Territory‑wide Strategy will bring these issues together and provide the guardrails for a coordinated response from government, industry and communities.
Key focus areas for the Strategy
Feedback from the survey will help inform the direction of the new Housing Strategy, which will encompass the following:
- Housing supply across private, social, affordable and remote housing
- The construction and development system
- The needs and aspirations of regional and remote communities
- Housing affordability and access
- Social housing and asset performance

Your views will help ensure the Strategy reflects real experiences, regional priorities, and on‑the‑ground needs, and strengthen the housing system across the NT.
