In 2025, the Northern Territory (NT) Government introduced several procurement reforms designed to reduce administrative barriers in low value procurement and make it easier for NT Government agencies to buy from local Territory businesses.
The NT Government is now building on these reforms with the development of a second tranche of procurement reforms.
Proposed areas of procurement reform include:
Publishing budget ranges with tenders to help businesses better understand government expectations and scope of requirements
Increasing the guidance on the use of multi-stage tenders to improve tender outcomes and reduce the effort required from business
Strengthening agency procurement compliance measures and procurement reporting to improve accountability and transparency of agency procurement performance
Improving the Aboriginal Procurement Policy to better recognise and supports Aboriginal employment
Increasing the use of tender negotiations to improve contract and Value for Territory outcomes for government
Modernising the NT Governments liability framework to achieve a fairer balance of risk, reduce administrative inefficiencies and remove barriers for business
Provide feedback
We want to hear from Territory businesses, industry associations and other stakeholders to help shape the next round of NT Government procurement reforms.
You can provide your feedback by completing the survey.
At the end of the survey, you can indicate whether you would like to participate in future consultations on these reforms.
Consultation is open from 20 October 2026 to 16 November 2026.
