Help shape the Northern Marine Complex Territory Development Area Plan

The Territory Coordinator is preparing a Territory Development Area (TDA) Plan for the Northern Marine Complex (NMC) at East Arm, Darwin Harbour. Before the draft is released for public consultation early 2027, we want to hear from the businesses and organisations that will use, invest in, supply or work alongside the precinct.

This survey takes about 5 - 10 minutes for the core questions. Only the first question is compulsory, so skip anything you would rather not answer.

The survey closes on 6 November 2026.

  • Help shape the Northern Marine Complex Territory Development Area Plan

The Territory Coordinator is preparing a Territory Development Area (TDA) Plan for the Northern Marine Complex (NMC) at East Arm, Darwin Harbour. Before the draft is released for public consultation early 2027, we want to hear from the businesses and organisations that will use, invest in, supply or work alongside the precinct.

This survey takes about 5 - 10 minutes for the core questions. Only the first question is compulsory, so skip anything you would rather not answer.

What this is: Early input to help the Territory Coordinator test assumptions and gather practical evidence so the draft plan is as sound as possible.

What this is not: The formal public consultation. Taking part does not give any organisation special standing in the formal process, and everyone can comment on the draft plan during the formal public consultation from early 2027.

Already settled: The designation and boundary of the Territory Development Area, the ship lift under construction, and NT Government ownership.

Open for your input: How land is used and staged across the precinct; common-user infrastructure and services; precinct governance and operating arrangements; how the NMC fits with the Port of Darwin and other harbour users; and how the plan can support local jobs, skills and participation.

Not covered in this survey: Ship lift construction cost and program; ship lift access and pricing, which are being dealt with through separate legislative and regulatory processes; and commercial negotiations on leases or tenancies. Please do not include pricing, rates, bids or lease terms. If you want to raise these, tick the box in the last section and we will make sure you reach the right people.

How we will use what you tell us: We will handle what you share with care, report by theme, and not attribute comments to you or your organisation without your permission, subject to our legal obligations. Please tell us if anything you share is commercially sensitive.

The survey closes on 6 November 2026.
