The Department of Housing, Local Government and Community Development is reforming local government legislation to support councils to practice good governance and to engage in greater transparency and accountability. Now we want to hear from you!As part of the second tranche of legislative amendments to the Local Government Act 2019, we are releasing three detailed discussion papers that you can give feedback on. Part A is available to view now, with Part B set to be released this week and Part C before 5 May 2025. The papers cover a wide range of topics, with each paper focusing on specific areas of the legislation.<ul><li>Part A focuses on practical amendments to delegations, procurement, and regulatory improvements.</li><li>Part B details proposed changes to superannuation payments, rating frameworks and principal member appointment, requiring more in-depth policy consideration.</li><li>Part C is dedicated to proposed amendments to the Code of Conduct. Legislative Amendments to the Local Government Act 2019

The Weed Management Plan Gamba Grass 2020 &ndash; 2030 (2024 revision) requires annual reporting to assess if implementation of the gamba plan is achieving its specified goals, objectives and actions. The gamba plan was developed in 2020 and has been revised in 2024. This annual survey has been prepared to enable collaboration with the community and key stakeholders to find out different perspectives on how well implementation of the gamba plan is tracking. In order to do this, survey questions are included that seek input directly against each of the five goals of the gamba plan: Goal 1. Eradicate gamba grass from the Class A zone Goal 2. Contain and control gamba grass by actively managing infestations across the Class B zone and preventing spread into new areasGoal 3. Protect priority environmental and cultural assets from the impacts of gamba grassGoal 4. Increase community capacity and willingness to participate in gamba grass managementGoal 5. Implement transparent and accountable compliance, monitoring and reporting processes Survey questions also aim to inform reviews required by the gamba plan by July 2026:<ul style="list-style-type: disc;margin-left:8px;"><li>For Objective 1d &ndash; A review of the pre-existing permits that allow gamba to be retained for cattle grazing in the Class A eradication zone are reassessed to ensure they are appropriate. Noting:<ol style="list-style-type: circle;"><li>There are currently two permits that allow gamba to be retained for grazing in this zone. </li><li>Permits are not required to use gamba grass for grazing in the Class B (management) zone.</li></ol></li><li>For Objective 1e &ndash; A review of the Class A / B zone boundary to improve the protection of areas in the Class B management zone that are free from gamba grass. EMPs Under Assessment

Help us develop a Weed Management Plan.Buffel grass was originally planted in Central Australia to combat dust and erosion and to provide drought-resistant fodder for beef production.However, it has since spread beyond where it was originally planted and is now a significant contributor to fire fuel loads, is impacting biodiversity, as well as cultural values and practices.In June 2024 the Weed Management Branch and the Buffel Grass Weed Advisory Committee developed a strategy for the management of buffel grass in Central Australia in agreed priority areas: <a href="https://nt.gov.au/__data/assets/pdf_file/0018/1401642/buffel-grass-management-strategy-2024-2030.pdf">Buffel Grass Management Strategy: Central Australia 2024 &ndash; 2030</a>.In July 2024, buffel grass was formally declared a weed under section 7(1) of the Northern Territory Weeds Management Act 2001. A statutory Weed Management Plan is being developed, providing additional details as to how buffel grass is to be managed and regulated in the Northern Territory.To assist in the development of this plan, the Weed Management Branch is seeking public input into buffel grass management via a Have Your Say Survey.The draft Weed Management Plan will be advertised for public comment prior to it being finalised.

The Gove Peninsula Liquor Permit System places daily limits on the amount of alcohol that can be purchased in Nhulunbuy. The permit system supports safer and stronger East Arnhem communities and prevents secondary supply. BackgroundThe liquor permit system on the Gove Peninsula was introduced in 2008 at the request of community leaders through the Gove Peninsula Harmony Group. The Harmony Group consists of Traditional Owner corporations, community services organisations, NT and Commonwealth Government agencies, NT Police and community leaders from the Gove Peninsula. The Harmony Group membership is not static, and the group welcome diverse perspectives from across the Gove Peninsula communities.From 1 October 2023 to 31 March 2025, there were trial changes to the Gove Peninsula Takeaway Liquor Permit System, which simplified the previous six-tier liquor permit system to a four-tier system and removed the top &lsquo;unrestricted tier.&rsquo; The trial established daily limits on the amount of alcohol that can be purchased. In consideration of the trial data and community feedback, the Harmony Group recommended the trial&rsquo;s ongoing implementation and the NT Government agreed to retain trial settings. The Harmony Group will continue to monitor the effectiveness of the liquor permit system and consider community views through this Have Your Say survey.

An Area Plan is a long term vision for land use. It gives certainty and confidence to residents, landowners, investors, service providers, and government agencies to help plan for the future.The NT Planning Commission began consultation on a land use plan for Humpty Doo in 2018 and has completed two rounds of community consultation so far.One of the things we heard strongly was feedback around the arterial and local road networks. The recent completion of a concept design for the future duplication of the Arnhem Highway by the NT Government now allows work on the Area Plan to resume.The NT Planning Commission has revised and updated the draft Humpty Doo Rural Activity Centre Area Plan, taking into account previous consultation and what we now know from the Arnhem Highway Duplication Planning Study.Thank you to everyone that has provided their thoughts, comments and feedback on the draft Humpty Doo Rural Activity Centre Area Plan throughout Stage 2B consultation activities. Thank you to the Alice Springs community for your input to Stage 1 of the Heavitree Gap Planning Study. Community consultation was open from 30 January to 16 March 2018. During this time, the Project Team gathered input from over 500 people.The Stuart Highway through Heavitree Gap (Ntaripe) is the primary route connecting the north and south of Australia. Traffic modelling shows that it needs to be upgraded to meet future needs. We asked for your views on this, your experience of travelling through the Gap and how the Gap is important to you. The Project Team also gathered many ideas from community members on a possible infrastructure solution for the future.We held information stalls at Alice Plaza, Yeperenye Shopping Centre and Todd Mall Markets, met face-to-face with key stakeholders and ran a design exercise with more than 70 school students. We also received 139 online survey submissions via haveyoursay.nt.gov.au One message we heard loud and clear is that pedestrian and cyclist safety through Heavitree Gap is a concern that requires immediate attention.
