The health and wellbeing of Territory children reflects the environment in which they are born and live, play, learn and grow. There is wide diversity in the wellbeing of families in the Territory-both in their strengths and their vulnerabilities.
Starting Early for a Better Future outlines the actions we need to take to ensure Territory children reach their full potential. It provides a focus on children and families who face the most challenges and complex issues. It outlines solutions based on what we already know works well for children and families.
We have worked with government agencies, specialist stakeholders and experts to develop the plan so far.

Explaining the Plan
Every child should have a chance to achieve everything they can
in life.
There is solid international knowledge about how babies and young
children develop well, and how we can make lifelong differences by giving
children the best start in life.
The first years of life are a critical developmental period, and
parents and families have the greatest influence during that time. Parents have
the most important and one of the hardest jobs in raising their children and it
is in all of our interests for them to succeed.
Starting Early for a Better Future is a plan for early childhood development in the Northern
Territory 2018 – 2028. The plan will guide how services, support and investment
can be delivered in the most effective way to give every Territory child the
best opportunity for a happy, healthy life.
